Their purpose is to recognise citizens right to housing under different economic conditions and families’ needs in order to meet lodging needs. They pursue the goal of safe and quality housing and buildings in a suitable urban context.

They protect tenants, especially low-income ones, mediate disputes and negotiate contracts, fees and rents. They actively contribute to the drafting of policies regarding the right to housing, territorial management, environmental sustainability and social services.

They also provide training and information activities for operators in the real estate sector.

In EnerSHIFT, SUNIA Liguria is an official project partner, and SICET Liguria and UNIAT Liguria are its collaborators.

All three associations are affiliated with IUT (International Union of Tenants).

In 1998, the 4 ARTE became economic public authorities, instrumental to the Liguria Region, with legal status, entrepreneurial and asset management, organisational and accounting autonomy.

As institutional bodies they operate in territorial use and transformation activities andperform functions transferred or delegated to them by the Region.

The four Ligurian ARTE are members of FEDERCASA, the national network of 114 Italian social housing construction and management operators.

The Energy Division (formerly the Agenzia regionale per l’Energia) supports the regional authority and municipalities in elaborating and implementing energy plans. It develops plans and projects to promote renewable energy sources and manages a consortium that purchases electricity on the free market. It works specifically on building energy performance and audits and is responsible for drafting the regional building energy certification regulations.

It manages energy data in the regional information system, established a global service contract monitoring and control system for energy and infrastructure projects for the entire Liguria hospital network, offers energy training and information services and has extensive experience in European financing.

IRE is the vice president of FEDARENE (European Federation of Agencies and Regions for Energy and the Environment) and RENAEL (Rete Nazionale delle Agenzie Energetiche Locali).

It is responsible for urban renewal and social housing programmes, financing public works and the construction and/or recovery of public and private dwellings (under outside contract agreements).

It drafts laws and regulations for housing and urban renewal and defines the criteria for managing the public housing stock.

Stazione Unica Appaltante Regionale (SUAR) was created in 2012 as part of the central purchasing body operating within the Liguria regional general administration. It was established to oversee all tender processes for the acquisition of goods and services by the Region, local agencies and companies owned by the region.

The aim is to optimise the economic, financial and human resources used in bureaucratic procedures and to improve the impartiality and transparency of administrative activities.
