
{"id":323,"date":"2017-07-11T11:37:17","date_gmt":"2017-07-11T09:37:17","guid":{"rendered":"http:\/\/enershift.eu\/?p=323\/"},"modified":"2017-08-03T15:44:06","modified_gmt":"2017-08-03T13:44:06","slug":"energy-efficiency-and-gpp-cams-enter-epc-contract","status":"publish","type":"post","link":"https:\/\/enershift.eu\/en\/2017\/07\/energy-efficiency-and-gpp-cams-enter-epc-contract\/","title":{"rendered":"Energy efficiency and GPP: CAMS enter EPC contract"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Firstly through the Environmental provisions* <\/span><span style=\"font-weight: 400;\">Linked to the 2016 Stability Law<\/span><span style=\"font-weight: 400;\"> and then with the New Code of Public Contracts** , the <\/span><b>Green Public Procurement (GPP) has become a compulsory tool in the field of the public procurements of goods, services and works contracts.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The GPP is the basic approach followed when the \u201cpublic administrations complement the environmental criteria in all the phases of the purchase, thus promoting the distribution of environmental technologies and the development of valid products at environmental level, through the research and the selection of solutions with the lowest possible impact on environment over the entire lifecycle\u201d. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">As established by the National Action Plan for the GPP***, the Ministry of Environmenthas defined the <\/span><i><span style=\"font-weight: 400;\">Criteri Ambientali Minimi<\/span><\/i><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">CAM, <\/span><\/i><span style=\"font-weight: 400;\">Minimum Environmental Criteria) at national level, which can be found on the <\/span><a href=\"http:\/\/www.minambiente.it\/pagina\/criteri-vigore\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">dedicated website<\/span><\/a><span style=\"font-weight: 400;\">. Among these, there are numerous specific criteria addressed to the purchase of goods, services and supplies connected \u00a0to the energetic refurbishment \u00a0of the public properties, includedthe following CAMs: \u00a0<\/span><\/p>\n<p><a href=\"http:\/\/www.minambiente.it\/pagina\/criteri-vigore#8\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">8 Building, 9. Public lighting, 14. Energy services for building (lighting, air-conditioning). <\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">In order to contribute to the national objectives of the GPP, the Contracting Authorities are required to include in the tender documentations at least the \u201ctechnical specifications\u201d and the \u201ccontract terms\u201d contained in the CAM. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, they must specify the awarding criteria for the awarding of the contract, through the criterion of the most advantageous offer and so, in the evaluation, the word \u201cprice\u201d is replaced by the word \u201ccost\u201d, including the costs related to the purchasing, the use (of energy consumption and of other resources, maintenance costs, costs related to the collection and recycling) as well as the costs ascribed in environmental externalities linked to products, services or works in the lifecycle, whether their monetary value can be determined and verified. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some space for the discretion of the Public Administration is left in case the contracts concern interventions of renovation in the building sector, for which the CAM must be adopted \u201cas far as possible\u201d. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In case of EPC contracts the CAMs are particularly significant. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The main objective is to boost the market of the EE and ensure higher environmental quality levels, both for the qualifications of the operators and for the works, services and provisions required by the Public Administrations. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">It will be very interesting to find out how industry players \/ business operators<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">will react in the nearest future.
